Gunbarrel Green 2010 Annual Meeting Minutes

 

2010 GGHOA Annual Meeting


Call to Order:

The meeting was held at the Lookout Inn on Tuesday, 5 October 2010. President Chuck Simmons called the meeting to order at 7:35 PM.


Attendance Sheet:

Attendees were requested to sign the attendance sheet on the table by the door. There were 32 attendees in 2010.


Introductions of Board Members:

All GGHOA Board members were present. Gina Hyatt, Ted Zeller, George Wyshak, and Stuart Kuzminsky were introduced as members of the Board of Directors.


Annual Meeting Minutes and Treasurer’s Reports:

The minutes from the last two years' Annual Meetings and the last two years' Treasurer’s Reports are available on our website at www.gunbarrel.net. This year's minutes and this year's Treasurer's Report will be posted on our web site within a week. Sheriff’s Report:

Sheriff's Deputy Steven Lee of the Boulder County Sheriff’s office attended the meeting. He gave a Power Point presentation on crime in Boulder County and offered the following advice:

  • Keep your garage doors and car doors locked;

  • Do not leave valuables in your car or money in the console where a robber can see it;

  • Make a list of the serial numbers of televisions, electronics, and other valuables;

  • Put a “Beware of Dog” sign at your front door;

  • Let your neighbors know when you will not be home for a while;

  • Keep your yard lights working; and

  • Trim trees and shrubs that block the view of your front door.



  • Speed Sentry:

    Marc Rothkind reported on his analysis of some data from our Speed Sentries. It was his conclusion that more than 50% of the vehicles observed to be speeding actually slowed down while passing the device. That observation speaks to the effectiveness of this device and is consistent with performance information collected elsewhere with similar devices.


    November Ballot Issues:

    Chuck spoke about three ballot issues on the November ballot (Amendments 60 and 61 and Proposition 101). The combined result of the passage of these issues would be to reduce the tax income to our Fire Department, Boulder Rural, by more than 80%. Other tax supported organizations in Boulder County would be affected as well. He encouraged everyone to become familiar with these proposals and to vote accordingly.     Subdivision Street Paving:

    Chuck spoke about the recent subdivision street paving issue. The Gunbarrel Green community voted 36% in favor and 64% opposed to paying for the maintenance and reconstruction of our subdivision roads. The tally in other Gunbarrel subdivisions was very similar. Only a few subdivisions in the County voted in favor of the proposal. It is not clear what action Boulder County will take but they certainly will not start the reconstruction of any subdivision roads. A discussion followed. It was suggested that a study group be formed to investigate our options.


    Gunbarrel Town Center:

    Chuck reported that there has been no hint of movement by the O'Connor Group to develop the parcel of land behind King Soopers. Certainly the economy is a factor. If and when that situation changes, we will notify the neighborhood.


    Gunbarrel Archway:

    Chuck reported that most people he has spoken to are pleased with the new archway. The consensus among meeting attendees was the same. However, the point was raised that the pedestrian paths on either side of the archway are very dark at night. Several people suggested that the Board invvestigate the possibility of installing lighting for these pathways. The Board agreed to take that action.


    Miscellaneous Items:

    A resident suggested that pedestrians walk facing traffic since the narrow roads require vigilance.

    Another resident suggested that drivers should be reminded that the road under the archway can be slippery after a winter snow fall.

    A complaint was registered that a camper has been parked in the lot adjacent to the Church. Two people came forward after the meeting to say they were not aware of the objection and would have it moved.

    A complaint was made that trees are growing at some intersections making it difficult to see oncoming traffic. The Board agreed to take appropriate action.


    Board Elections:

    A motion was made, seconded, and passed to extend the terms of the five present Board members of the association for another year. The Board was thanked by a resident for doing what they do.


    Annual Assessment:

    The association documents stipulate that setting the annual assessment is the responsibility of the Board. The Board has recommended that the annual assessment remain at $60 per household for the calendar year 2009. The attendees were asked to affirm the Board’s recommendation by a show of hands. The affirmation passed.

    There was a lively discussion about how many residents pay their dues each year. The number is approximately 60%. Several attendees felt that stronger action should be taken to collect delinquent dues and made several suggestions for remediation. The Board agreed to look into this matter.


    Closing Comments:

    Those present were asked to bring any issues affecting the neighborhood to any Board member. Chuck asked if any attendees would be interested in serving on the Board. Also, the membership was encouraged to suggest ways in which their Board members can better serve the community.


    Adjournment:
