Gunbarrel Green 2009 Annual Meeting Minutes

 

2008 GGHOA Annual Meeting


Call to Order:

The meeting was held at the Lookout Inn on 6 October 2009. President Chuck Simmons called the meeting to order at 7:35 PM.


Attendance Sheet:

Attendees were requested to sign the attendance sheet on the table by the door. There were 30 attendees in 2009.


Introductions of Board Members:

Four GGHOA Board members were present. Gina Hyatt, Ted Zeller, and Stuart Kuzminsky were introduced as members of the Board of Directors. George Wyshak was not able to attend.


Annual Meeting Minutes and Treasurer’s Reports:

The minutes from the last two years' Annual Meetings and the last two years' Treasurer’s Reports are available on our website at www.gunbarrel.net. This year's minutes and this year's Treasurer's Report will be posted on our web site within a week. They can he found under Gunbarrel Homeowners Associations / Boulder County HOAs / Gunbarrel Green HOA.


Sheriff’s Report:

Deputy Jason Heathman of the Boulder County Sheriff’s office attended the meeting. He brought with him a report of criminal activity during recent months within Gunbarrel. The crimes are presumed to be perpetrated by young people (late teens, early 20s; some local, some from Longmont) and involve illegal entry to vehicles and homes. No break-ins have been reported indicating that these entries could have been avoided by locking appropriate doors. He reiterated that the sheriff’s office would prefer to be called whenever suspicious activity is observed. If there is no call, nobody will be apprehended. If there is a call, there is a chance of preventing or solving a crime. There have been no violent crimes (assaults, domestic violence, etc.) in Gunbarrel during the last year.

Gina Hyatt suggested that people go to the internet (www.bouldersheriff.org) to review crime maps and to listen to traffic on the Sheriff’s Department radios.

The sheriff’s office is reaching out to communities to enhance community involvement. There was a National Night Out celebration in Heatherwood this past August with approximately 200 people participating. They hope to expand next year’s event to include Gunbarrel.

Doug Sammond requested that the sheriff monitor traffic speeds and crosswalk violations when children are crossing North 75th Street in the morning and afternoon walking to and from Heatherwood Elementary School. He stated that he had witnessed multiple violations of laws and good common sense endangering school children. Deputy Heathman suggested that people witnessing poor driving habits here and elsewhere provide a description of the car and driver to the sheriff’s office. With the second report, the sheriff will send a registered letter to the car owner warning against repeated violations.


Graffiti:

Scott Campbell, one of our neighbors, has taken an interest in mitigating graffiti in Gunbarrel. Scott has a web site (http://www.internetworkz.net/GunbarrelGraffiti/) showing graffiti in Gunbarrel.

Scott Campbell has asked the HOA to help with the cost of paint used to cover graffiti in our neighborhood. A motion was made to give Scott $150 for the purpose of buying paint and supplies to cover neighborhood graffiti. The motion passed.


Gunbarrel Archway:

Chuck Simmons reported that 196 of the 317 survey cards sent to Gunbarrel Green residents were returned. 166 voted to replace the arch; 30 voted to not replace the arch.

Chuck reported that he is working with the County and the insurance company in an effort to get the arch replaced in the near future. The cost of replacement has been estimated at $70,000. The new arch will have the look of the old with the exception of open beams rather than a closed roof. The open beams will allow sunlight on the road which should minimize ice build up on the road during the winter. Marc Rochkind thanked the Board for its work and diligence on this project.


Gunbarrel Town Center:

Chuck reported that his attempts to contact the O’Connor Group to learn their plans for the parcel off of Lookout Road have been unsuccessful. To date, there has been no further information regarding the Gunbarrel Town Center project.


Entryway Sign:

Those in attendance said they liked the new sign. The Board will investigate landscaping for the area.


New Speed sign:

A resident asked about the possibility of purchasing a second Speed Sentry. After a short discussion, a motion was made requesting that the Board investigate this possibility and purchase an additional sign if one is available for $4,500 or less. The motion passed by a margin of 19 to 1.


Neighborhood Watch:

A resident asked about rejuvenating the Neighborhood Watch program in light of the petty crime in the area. Sunny Glidden circulated a list of interested parties looking for additional volunteers. She is working with Vinny Montez of the Boulder County Sheriff’s Department.


Miscellaneous Items:

Chuck Simmons reported that the railroad crossing at 63rd Street is still on the list to be replaced. However, it is one of three that are not scheduled for replacement. Crossings are the responsibility of the railroad company, Burlington Northern / Santa Fe. Their web site address is www.bnsf.com.

Gary Collins brought a realtor’s flyer to the meeting that lists a property on Indian Peaks Trail as one that could be sub-divided. Gary volunteered to contact the realtor to let him know that the subdivision of properties in Gunbarrel Green is not allowed by the HOA’s covenants.

A resident asked about the possibility of having a traffic signal installed at Lookout Road and Idylwild Trail. This situation is often brought up at annual meetings by new residents, but is familiar to most long time residents of Gunbarrel Green. Chuck Simmons spoke to the resident after the meeting explaining the history of that signal.


Board Elections:

A motion was made, seconded, and passed to extend the terms of the five present board members of the association for another year. The board was thanked by a resident for doing what they do.


Annual Assessment:

The association documents stipulate that setting the annual assessment is the responsibility of the Board. The Board has recommended that the annual assessment remain at $60 per household for the calendar year 2009. The attendees were asked to affirm the Board’s recommendation by a show of hands. The affirmation passed.


Adjourn:

Those present were asked to bring any issues affecting the neighborhood to any Board member. Also, the membership was encouraged to suggest ways in which their Board members can better serve the community.
